Dagestani policeman accused of beating a teenager
A former inspector of the patrol-and-post service (known as PPS) in Derbent, who had beaten a teenager and forcibly kept him in a car, was accused of exceeding his powers, investigators report.
According to the investigators, the incident occurred on February 24. A 16-year-old, who did not notice a police car, freed his way only after a beep. A policeman got out of the car, caught up with the teenager, hit him and forcefully pushed him into the car. A video entitled "A policeman in Derbent beat a teenager" was posted on YouTube. The video shows how a policeman in uniform catches up with a teenager and forces him into a car. Some time after the teenager was forced into the car, the policeman let him go.
The investigators report that the policeman inflicted physical and moral suffering on the teenager and thus fundamentally violated his rights. Besides, by his actions, the policeman undermined the authority of the internal affairs bodies.
The policeman is charged under Paragraph "A" in Part 3 of Article 286 from the Criminal Code of Russia (commission of actions that clearly go beyond the police powers, with causing violence), and the case is sent to the court, the Investigating Department for Ingushetia of the Investigating Committee of the Russian Federation (ICRF) reports on its website today.
