Resident of Dagestan accused of blackmail blames law enforcers of torturing

A resident of the Khasavyurt District, detained on a complaint from a Makhachkala woman about extorting eight million roubles from her, has stated that he was tortured with electric current, by means of which law enforcers tried to obtain a confession from him, Shamil Khadulaev, a member of the Public Chamber of Dagestan, has stated.

The "Caucasian Knot" has reported that on February 5, the Dagestani police reported on the detention of a suspect in blackmailing a woman and extorting eight million roubles from her.

At the request of the detainee's advocate, members of the Dagestani Public Oversight Commission (POC) visited him at the SIZO (pre-trial prison), Shamil Khadulaev, a deputy chairman of the commission of the Public Chamber of Dagestan on the formation of civil society and the protection of citizens' constitutional rights, informed on February 12 in his Telegram channel.

The detainee complained to his advocate that he had been beaten up and electrocuted before being taken to the SIZO, Mr Khadulaev has stated, adding that the detainee had written applications addressed to the POC chairman and to me."
