Defenders of Lake Ak-Gyol point to builders' absence of permit to construct the temple

The construction of the temple near Lake Ak-Gyol has been actually launched, but no building permit had been issued, activists of the "City Is Ours" movement have stated. The Diocese has not yet applied for a building permit, the Makhachkala Mayoralty has confirmed.

The "Caucasian Knot" has reported that on November 1, Arsen Magomedov, a lawyer and an activist of the "City Is Ours" movement, reported that they had tried to resume building the temple in the park near Lake Ak-Gyol in Makhachkala. The Makhachkala Mayoralty stated that the attempt to build the temple had been stopped. The Diocese attributed the work to the preparation for the religious ceremony to be held on December 6.

A group of Makhachkala townspeople are opposing the construction near Lake Ak-Gyol. They claimed that they opposed any development in the park zone, since Makhachkala already had a "deficiency of greenery and parks."

The construction of the temple actually began a few months before the stone-laying ceremony, when construction equipment was brought to the shore, and they began digging the foundation pit, says Idris Yusupov, an activist of the "City Is Ours" movement.

Digging a foundation pit is legally treated as construction works; and without permits, they entail liability in accordance with the Code of Administrative Offenses, Arsen Magomedov, a lawyer and an activist of the above movement, has stated.

"I regard it as a major urban planning and social blunder, because townspeople are being deprived of vital green space," Mr Magomedov is sure.
