New appointment of Kadyrov’s daughter fits into his personnel policy

Ramzan Kadyrov’s daughter Khutmat Kadyrova, like her two sisters, has taken a high position in Chechnya: she has been appointed curator of the republic’s healthcare system.

The “Caucasian Knot” has reported that on February 19, 2022, Khutmat Kadyrova was appointed the deputy head of the secretariat of the Chechen leader, she was instructed to supervise the operation of rehabilitation centres.

The new appointment of Khutmat Kadyrova was announced by Adam Alkhanov, the deputy head of the government of Chechnya. “We see that the rehabilitation service under her supervision has reached a qualitatively new level. Now the knowledge and experience of Khutmat Kadyrova will contribute to the development of the entire medical industry,” Adam Alkhanov wrote on his Telegram channel.

The “Caucasian Knot” has also reported that Ramzan Kadyrov’s eldest daughter Aishat Kadyrova became the Minister of Culture of Chechnya on October 8, 2021, when she was 21 years old. In December 2020, Ramzan Kadyrov’s other daughter Khadizhat Kadyrova headed the department of preschool education in Grozny. In September 2022, at the age of 16, Akhmat Kadyrov, a son of the leader of Chechnya, was appointed the chair of the regional branch council of the movement of children and youth. On March 4, Vladimir Putin met him in the Kremlin.

In addition, on February 2, Ramzan Kadyrov announced the appointment of his nephew Khamzat Kadyrov as the Deputy Prime Minister and Minister of Property and Land Relations of Chechnya.

The appointment of relatives and close associates to various positions is the typical personnel policy of the leader of Chechnya, emphasizes Ruslan Kutaev, the president of the Assembly of Caucasian Nations.

Almost the entire system of government in Chechnya is tied personally to Ramzan Kadyrov and his associates. According to the BBC Russian Service, out of 158 top-ranking officials in Chechnya, 30% are relatives of Ramzan Kadyrov, 23% are his fellow villagers, and another 12% are his friends and their relatives.

In 2019, political analyst Dmitry Oreshkin explained that the governance in Chechnya, like in Russia as a whole, was built on a system of personal loyalty.
