Council of Europe calls on to punish those who tortured the leader of Azerbaijani Democratic Party
The Committee of Ministers of the Council of Europe (CMCE) has called on the authorities of Azerbaijan to detect those persons in charge of torturing Sardar Dzalaloglu, leader of the Democratic Party of Azerbaijan (DPA).
Fuad Agaev, Mr Dzhalaloglu's advocate, has informed the "Caucasian Knot" correspondent that the CMCE had considered the issue of enforcing the ruling of the European Court for Human Rights (ECtHR) of January 11, 2007, on Dzhalaloglu's complaint against application of tortures to him.
The decision of the CMCE, which is in charge of controlling the enforcement of the ECtHR rulings, has expressed satisfaction with the facts of payment of 10,000 euros to Dzhalaloglu as compensation and start of the investigation into the fact of torturing him. The Committee of Ministers asked the authorities of Azerbaijan to keep it informed about the progress of investigating the case which "should meet the requirements of the European Convention on Human Rights," the advocate said.
Meanwhile, according to Dzhalaloglu himself, the Prosecutor's Office "is groundlessly delaying the investigation," whereas the ECtHR rulings shall be enforced operatively.
