Mikhail Delyagin: there are several main versions of committed terror acts

Doctor of Economy Mikhail Delyagin, chairman of the organizing committee of the Party "Homeland: Common Sense", also shared, at the press conference at the Independent Press Centre, his vision of the versions of the terror acts committed on March 29 in Moscow metro and on March 31 in Dagestan.

In his opinion, the place of the first explosion - in Lubyanka - was chosen symbolically. This terror act became a slap on the face of a powerful structure, that is, the FSB (Federal Security Bureau) of the Russian Federation, whose main office is in Lubyanka Square.

"Most likely, the aim was not material but psychological harm, in order to bring the public consciousness into a certain plastic condition. Therefore, the most popular viewpoint now in the society is, according to polling, in actions of special agents of the middle level, who are making use of terrorists in their own interests," Mr Delyagin said.

According to his story, there are several main versions of the terror acts.

"The first one refers to actions of 'individuals': just someone had decided to revenge," the expert argues.

He defined the second version as "Welcome to 1999" and explained its possible sense as follows: "The liberal and information advance is now deployed here."

According to Mr Delyagin, the sense of the liberal advance is quite clear and implies transforming the power oligarchy into the nation's enemy as it was in the end of 1980s with Communist Party bureaucrats and KGB. "Like in the end of the 1980s, the object of the attack has deserved it," the expert has concluded.

He also believes it possible to assume that "these events are backed by the grouping Voloshin-Abramovich-Chubais, while the terror acts in this case are attempts to stop - by a counter-wave - the liberal-information attack."

The expert gives another version widespread these days: the "scheduled" terrorists' actions, that is, "demonstration of Islam's superiority on the first day of Holy Week and Jewish Easter."

He does not trust the video that appeared on the eve in the Internet, where the leader of militants Dokku Umarov took responsibility for the terror acts. "Even if someone in Russian leadership occasionally has stomach upset, Umarov will immediately declare that he and his fighters have taken revenge on his enemies," said Mr Delyagin.

As to the measures of war on terror, he marks: "It is necessary to revitalize power agencies, at least, the control bodies in Northern Caucasus, by means of anticorruption procedures; to drop the corruption level down to at least the average Russian one; to ensure control of distribution of federal transfers in Northern Caucasus, and on this basis to normalize the development of the region."

The economist also assumes that, "maybe, it is necessary to reconsider the relations with confessions; probably, to use the Turkish model, where the church is controlled by the state and where churchmen may be deprived of the right of service and public reading of sermons for their anti-state or extremist propaganda."

Mikhail Delyagin is also sure that it is necessary to restore the counterterrorist operation (CTO) regime in Chechnya. "The CTO regime was lifted several months ago; and also several months are required to prepare a terror act. Maybe, it's a simple concurrence," he said.

In the opinion of the expert, the "Edinaya Rossiya" (United Russia) Party exploits terror acts in its own aims and affects the society in a similar way as terrorists; for example, this Party declares criticism against it as anti-state activity.

As a result, Mr Delyagin notes, we see the growth of moods in favour of separation of Northern Caucasus from Russia. Residents of non-Caucasian regions of the country are more and more often indicating to unwillingness of Caucasians to get integrated, their aggressiveness, and say that they do not want to live with them.
