Aliev, Mukhu Gimbatovich

Chairman of the National Assembly of the Republic of Dagestan of the first and second convocations (19995-1999, 1999-...), member of the Federation Council (1996-...).

Born August 6, 1940 in a village of Tanusi, Khunzakhsky County, Dagestan. Avar by nationality.

Graduated from Dagestan State University (DGU) in 1962 and finished his graduate studies in DGU in 1969. Candidate of Philosophic Sciences.

In 1962-1964, was deputy principal and principal of Nizhne-Gakvarinskaya high school, Tsumadinsky County, Dagestan.

In 1964-1969, was the secretary of the Komsomol Committee of DGU; in 1966-1969, was a graduate student in DGU.

Was a member of KPSS (Communist Party of the Soviet Union) since 1966 until its ban in August 1991. In 1969-1972, was the first secretary of Makhatchkala City Soviet of VLKSM (Komsomol); in 1972-1983, was the first secretary of Makhatchkala's Sovietskiy County Council of KPSS. In 1983-1984, was a deputy director of organizational party work department of Dagestani Region Committee of KPSS, in 1984-1988, was director of this department, in 1988-1990 was director of the organizational work and personnel department of Dagestani Region Committee. In March 1990 - August 1991, was the first secretary of Dagestan Region Committee (later - Republic Committee) of KPSS.

Was the deputy of the Supreme Council of Dagestan of 9th through 11th convocations in 1978-1990.

In March 1990, was elected the people's deputy of Dagestani ASSR (autonomous Soviet Socialist Republic); in April, was elected the deputy of the Supreme Council of Dagestan of 12th convocation.

Refused to run for the position of the chairman of the Supreme Council of Dagestan in order to keep the tradition of power division between the Republic's largest nationalities: first secretary of the Region Committee was Avar, the chairman of the Supreme Council was Dargin, and the chairman of the Minister Council was Kumyk.

In July 1990, was elected a member of the Central Committee of KPSS.

In August 1991, staying in Makhatchkala, after some hesitation, called for no support to GKChP (State Emergency Committee).

On October 22, 1991, stood for election of the deputy chairman of the Supreme Council together with Takibat Makhmudova (the chairwoman of the Supreme Council Committee). The Supreme Council chairman, Magomedali Magomedov, spoke against his election as a deputy to the ex-first secretary of the Republic Committee of KPSS, and neither candidate received the required majority at the vote.

However, during the 15th session of the Supreme Council on December 21, 1991, M. Aliev, as well as T. Makhmudova, was elected the deputy chairman of the Supreme Council.

In 1992, was appointed the chairman of Dagestan Economy Council.

On November 13, 1992, while participating in the Congress of Dagestan Nations, spoke against both the so-called Islam model of economic development and the copying of the Russian model proposed by Gaidar. Did not comment publicly on his opinion regarding the dissolution of the People's Deputy Congress in Moscow and the events of October 3 and 4, 1993.

In December 1993, initiated creation of the regional bloc Dagestani Reconciliation.

In the fall of 1993, ran for the Federation Council of the Russian Federation in the two-mandate Dagestan constituency No. 5, did not win, reaching only third place.

Called for keeping Dagestan within the Russian Federation. Presented himself as a centrist in politics and advocate for soft transition to the market economy. Supported the concept of Dagestan's economic development within the framework of regional programs (Mountains, Dagestani South, Dagestani North, etc.)

Declared the necessity of both the support for entrepreneurs and social aid for the poor.

In 1994, Dagestan underwent a reorganization of the power system: a collegiate head of the state (Gossovet - State Council) was created, which was headed by M. Magomedov in 1994 resigning from his position of the Supreme Council chairman, and M. Aliev was elected the Supreme Council chairman to replace him.

On March 5, 1995, M. Aliev was elected the deputy of the new parliament - The People's Assembly of the Republic of Dagestan - and, on April 18, was elected its chairman.

Starting January 1996, is a member of the Federation Council due to his position. Deputy Chairman of the International Affairs Committee of the Federation Council.

On April 16, 1997, joined the Russian Federation President's Commission for interaction between the federal executive authorities and regional authorities for the period of constitutional and legal reform in the regions of the Russian Federation.

On March 6, 1998, was appointed to the Government Commission for carrying out the Concept of the Federal National Policy.

On May 20, 1998, was appointed the representative of the Federation Council in the Permanent Commission of Inter-Parliamentary Assembly of CIS participant countries for experience exchange in state formation and local authorities.

In March 1999, was re-elected the deputy of the People's Congress of the Republic of Dagestan, second convocation. On March 30, 1999, re-elected its chairman (97 of the 104 present voted for him). His authority as a member of the Federation Council was reconfirmed on April 21, 1999.

On October 18, 1999, by the President's decree, was re-appointed to the Russian Federation President's Commission for interaction between the federal executive authorities and regional authorities for the time of constitutional and legal reform in the regions of the Russian Federation.

Was awarded the fourth order For the Merits to the Fatherland (orden "Za zaslugi pered Otechestvom Chetvertoy stepeni) in 2000.

Married, two children.
