Dagestan: complaint about Ragimovs' torturing submitted to ECtHR

The refusal to investigate the case of torture of Murad and Firuddin Ragimov, natives of Dagestan, has violated the European Convention on Human Rights (ECHR), the Committee against Torture (CaT) has stated.

The "Caucasian Knot" has reported that Gyunai Ragimova, a Murad's sister, told about the cruel beating and torture of Murad and his father Firuddin by law enforcers right in their apartment. In January 2017, it became known that experts found traces of torture on Firuddin Ragimov's body; and in February, the Committee for the Prevention of Torture (CPT) stated that investigators had refused to investigate the torture of Ragimovs father and son.

Murad Ragimov was detained on August 30, 2016, in Moscow on suspicion of involvement in Syrian militants and an attack on policemen in Dagestan. However, as his relatives assert, after law enforcers found out that Murad could not leave Russia, because he had no foreign passport, they searched his apartment and declared that they found narcotic drugs. Since September 2016, Murad Ragimov is in custody on charges of illegal drug possession.

On November 15, 2018, lawyers of the CaT filed a complaint to the European Court of Human Rights (ECtHR) in the interests of Murad and Firuddin Ragimov. According to rights defenders, in respect of the Ragimovs, the ECHR's article prohibiting torture was violated, says the CaT's website. Besides, in respect of Murad, the articles guaranteeing the freedom, personal immunity and a fair trial were also violated.
