ECtHR sides with father of Ingush resident killed by law enforcers
The European Court of Human Rights (ECtHR) has obliged Russian authorities to pay 80,000 euros to the father of Beslan Tsoroev, who was shot dead during a special operation in the Sunzha District.
The "Caucasian Knot" has reported that in December 2009, Khasan, the father of Beslan Tsoroev, stated that law enforcers had shot his unarmed son in the village of Ordjonikidzevskaya in the Sunzha District of Ingushetia. Khasan Tsoroev claims that law enforcers had planted a submachine gun on his son's body.
Khasan Tsoroev had submitted his complaint to Russian investigators about the illegal search and murder of his son, but they limited themselves to a formal questioning of law enforcers and an examination of weapons, but found no reason for initiating a criminal case.
The ECtHR has found that the preliminary investigation conducted into the Tsoroev's murder was not enough, said Tatiana Chernikova, a lawyer at the Human Rights Centre (HRC) "Memorial".
According to the Ministry of Internal Affairs (MIA) of Ingushetia, Beslan Tsoroev was shot dead after refusing to surrender to the law enforcers who had blocked the house with the alleged militants inside.
The FSB had reported that during the search law enforcers asked Beslan Tsoroev to lift up a pillow, but he pulled a submachine gun from under the sofa and opened fire.
