Deputies appointed commissioner for human rights

On October 23, deputies of the State Duma of the Astrakhan region voted unanimously to appoint Vladislav Vinogradov commissioner for human rights in the region. He has been working as an ombudsman since 1999.

Vinorgadov's candidacy was the only one in the list that the deputies were offered. The results of the voting having been announced, Vladislav Vinogradov was sworn in. He thanked the public agents for confidence.

Vladislav Vinogradov was born in the town of Krasnovodsk in the Turkmen SSR on February 16, 1961. When he was 7, his family moved to the town of Kharabali in the Astrakhan region. He is Russian. He graduated from the historical department of the Saratov University named after Chernishevsky with honors in 1983; Candidate of Philosophic Science.
