ECtHR finds Russian authorities responsible for torture of Chechen native Tepsurkaev

The European Court of Human Rights (ECtHR) found the Russian authorities responsible for the disappearance and torture of Salman Tepsurkaev, a native of Chechnya, and obliged him to pay the compensation in the amount of 26,000 euros.

The “Caucasian Knot” has also reported that in September 2020, the wide public outcry was provoked by a video in which naked Salman Tepsurkaev was sitting down on a bottle and explaining that he was doing that as punishment for his cooperation with the 1Adat Telegram Channel, which criticized the Chechen authorities. Relatives of Salman Tepsurkaev believe that after the kidnapping, he was taken to a law enforcement body in Grozny. On June 22, Chechen investigators refused to recognize a wife of Salman Tepsurkaev as a victim.

The ECtHR recognized that the articles of the European Convention on Human Rights “Prohibition of torture” and "Right to liberty and security of person" were violated with regard to Salman Tepsurkaev.

Let us remind you that the Human Rights Centre (HRC) “Memorial”* considers Salman Tepsurkaev a political prisoner. On August 18, the human rights organization “Amnesty International” (AI) called on residents of Russia to join the demand to search for Salman Tepsurkaev. A year has passed since the kidnapping of Salman Tepsurkaev, a critic of the Chechen authorities, but investigators still have not found out his whereabouts.
