Dagestan: three journalists of "Chernovik" accused of kindling enmity

In Dagestan, three journalists of the newspaper named "Chernovik" (Blueprint) were charged under part 1, Article 282, of the Criminal Code, assuming criminal liability for kindling hatred or enmity, and humiliation of human dignity. Earlier, the accusation was presented to Nadira Isaeva, editor-in-chief of the paper.

Ms Isaeva told the "Caucasian Knot" correspondent that yesterday three journalists of her weekly - Magomed Magomedov, Timur Mustafaev and Biyakay Magomedov - were summoned to the Investigatory Department for Dagestan of the Investigatory Committee at the Prosecutor's Office (ICPO) of the Russian Federation.

Under the above Article "the actions aimed at kindling hatred or enmity and for humiliation of one's dignity or abuse of a group of persons on the basis of sex, race, nationality, language, origin, attitude to religion, same as for belonging to any social group, accomplished publicly or through use of mass media" shall entail criminal liability by imprisonment for the term of up to two years.

Tomorrow, on February 27, another journalist - Arthur Mamayev - will have to appear at the Department, where same charges can be presented to him.

According to Maxim Mirzabalaev, an inspector of the ICPO for especially important cases, the point is in kindling enmity "between nationals of the key ethnos of the Russian Federation and members of Caucasian nations," while law enforcers are understood here as a social group.
