Temporary Tersko-Dagestan government

Created on December, 1, ( 14 ) 1917 in Vladikavkaz at the meeting of representatives of the Central Committee of the United Mountaineers of Caucasus, Army government of the Tersk cossacks, Union of cities of the Tersko-Dagestan territory. Consisted from 12 managers-in-Chief of the departments: army ataman M.A.Karaulov (untill his death in December, 1917 an actual head of the government), prince of Kumys R.H.Kaplanov (the chairman of the Government council, Commander-in-Chief ща external relations), general Talyshhanov (militarian), Chechen oil commersant T.Chermoev, the former imperial official ingush V.Dzhabagiev, etc. The Government had issued the Declaration, postponed the decision of social and economic questions and of final organization of the state power in Tersk before convocation of a regional Constituent Seim, and directed its efforts to struggle against the Soviet organizations. Had no real authority.

In March, 1918 by declaration of the Tersk Soviet republic the Tersko-Dagestan government had broken up: members of the government ran to Georgia where in May, 1918 a part of them was included into the Mountain government.

  • Prosecution demands nine years in jail for Mikhail Balabanov for commissariat arson

    At the Southern District Military Court, the prosecutor has demanded to sentence Mikhail Balabanov, 21, to nine years in jail on charges of preparing to set fire to the military commissariat (registration and enlistment office) in Nevinnomyssk. Balabanov's guilt has not been proven; there are signs of falsification in the case, his defence has pointed out, demanding to acquit the defendant.
