Ramzan Kadyrov postpones adoption of Chechen budget amid discussion on reduction of transfers
Chechen leader Ramzan Kadyrov has signed a law removing restriction on introduction of the republican budget draft to the Parliament till November 1. Chechnya receives abundant transfers from the federal budget, so their reduction will not affect residents of the republic. This opinion was voiced by Mikhail Chernyshov, Senior Researcher at the Institute of Market Problems of the Russian Academy of Sciences (RAS). Three years ago, Chechnya had already experienced a reduction in subsidies, the "Caucasian Knot" correspondent was told by Natalia Zubarevich, the regional programme director of the Independent Institute of Social Policy.
The "Caucasian Knot" has reported that on October 31, Ramzan Kadyrov said that Chechnya was not satisfied with the plans to reduce the budget of the republic developed by the Russian Ministry of Finance. Experts explain the Ramzan Kadyrov's desire to suspend an agreement with the Russian Ministry of Finance on reduction of subsidies by the fact that he is unable to enforce it.
The reduction of transfers to the budget of the Chechen Republic will not have a decisive impact on the situation of the population, since the republic receives "abundant" subsidies, believes Mikhail Chernyshov, the former deputy chairman of the Economic Council under the President of Dagestan.
According to the Federal Tax Service, in 2015, in Chechnya, tax revenues included more than 52% of taxes coming from the budget sector, including public administration and security, public health and education, notes the economist.
Earlier, Nikolai Protsenko, the former deputy editor-in-chief of the journal "Expert Yug", has claimed that Chechnya "will survive the reduction of subsidies, but the republic will have to live within our means."
