Volgograd Region: investigation found no evidences of illegal placement of orphans to mental hospital
The check conducted by the Investigatory Committee of the Volgograd Region found no confirmations of the fact that pupils of the orphanage were illegally placed to the mental hospital and narcology dispensary.
The "Caucasian Knot" reported earlier with reference to the data of the Volgograd Regional Prosecutor's Office that pupils from the Volgograd Orphanage were exposed compulsory treatment at the mental hospital as an educational measure.
On December 9, 2010, Pavel Astakhov, Russian Children's Ombudsman, visited the State Educational Institution (SEI) "Volgograd Orphanage" and the local psychiatric hospital. "The audit revealed serious violations. The director herself decides whom to send to the mental hospital," he said on the Twitter.
The revealed violations caused a presentation addressed to the head of administration of the Volgograd Region demanding to immediately restore the legitimate rights and interests of the orphans, the "News of Volgograd" wrote.
However, on January 13, Mikhail Muzraev, head of the Investigatory Department for the Volgograd Region of the Russian ICPO (Investigatory Committee under the Prosecutor's Office), rejected the information about illegal placement of orphans to the psychiatric hospital. "Initiation of a criminal case was denied. The check has shown that all the children had respective doctors' and experts' certificates and conclusions. None of them was placed any where for no reason," the "Interfax" quotes Mr Muzraev as saying.
