North Ossetia: three KBR residents accused of stealing over 300 million roubles of maternity capital

Three residents of the Kabardino-Balkarian Republic are accused of involvement in a criminal grouping engaged in cashing the maternity capital in North Ossetia and KBR, the Investigating Committee of the Russian Federation (ICRF) has reported. According to the Committee, the defendants had fraudulently stolen over 300 million roubles from the state budget.

Investigators assert that in 2010-2012, three residents of the KBR, by receiving a fee of 60-120 thousand roubles and by using a pre-designed illegal scheme, provided services in North Ossetia and KBR of cashing the maternity capital. They registered a legal entity and put the respective ads in mass media.

The defendants signed fictitious contracts with those who wished to make use of the service on issuance of interest-free loans. Then, the recipients of the service brought the documents on the need to repay the loan from the funds of the maternity capital to the Pension Fund, which then transferred budget funds to the accounts of the criminal grouping opened in the KBR and North Ossetia.

As a result, as claimed by investigators, the recipients received their cashed maternity capitals minus the above fee from 60 to 120 thousand roubles, which was pocketed by the criminals.
