On eve of anniversary of terror act in Budyonnovsk, charges filed against two natives of Chechnya

The charges in the case of the armed attack on the town of Budyonnovsk in 1995 are filed against Ramzan Belyalov and Magomed Mazdaev, two natives of Chechnya. Today, investigators have reported that one of them was detained by Stavropol law enforcers in Gudermes on June 2.

The "Caucasian Knot" has reported that on June 14, 1995, a group of militants from Chechnya led by Shamil Basaev attacked citizens and organizations in Budyonnovsk and captured the central hospital of the town. As a result of the terror act, 129 people were killed.

The detention of Ramzan Belyalov looked like a kidnapping. This was stated by his brother, who appealed to Chechen Ombudsman Nurdi Nuzhakhiev in connection with the incident. Besides, in violation of the criminal procedural law, law enforcers failed to notify detainee's relatives on his detention and inform them of his whereabouts, the message posted on the website of the Chechen Ombudsman's Office reported on June 9.

According to the message of the Ombudsman's Office, the investigating authorities have ignored the evidence provided by the defence and stating that Ramzan Belyalov could not be involved in the attack on Budyonnovsk, since in the period of May-December 1995, he was engaged as a worker in the activities of the construction team in the village of Vozdvizhenskoe of the Khaibulla District of the Republic of Bashkortostan. Nurdi Nukhazhiev has appealed to Ivan Sydoruk, the Russian Deputy General Prosecutor, and asked him to take appropriate measures of prosecutorial response, aimed at protection of rights and legitimate interests of the detained citizen of Chechnya.
