Experts see risks of attempts of assassination and extraditions for Chechen underground members settled in Turkey

At present, the North-Caucasian factor inside the terrorist organization "Islamic State" (IS), banned in Russia, is of greatest interest to the Turkish secret services. This opinion was expressed by political analyst Togrul Ismail. However, according to the expert, the restoration of the Russian-Turkish relations will not cause limitation or restriction of human rights concerning extradition of criminal suspects.

The "Caucasian Knot" has reported that on June 28, the terror act was committed at the Istanbul airport. Akhmed Chataev, an ethnic Chechen native, was mentioned as a suspected organizer of the terror act. On his Instagram page, Ramzan Kadyrov has demanded from the Turkish authorities to extradite natives of Chechnya, involved in terrorism, who are hiding in Turkey.

According to political analyst Togrul Ismail, Professor of the TOBB University in Ankara, the extradition process depends on international agreements in the appropriate sphere and not on the statements made by politicians.

"After the terror act, several dozen people were detained, including natives of Northern Caucasus. At present, this factor is of great concern for Turkey," notes Togrul Ismail.

When asked whether the fact of resumption of the bilateral relations will play its role in the issue of extradition to Russia of persons suspected of crimes and claiming their innocence, the political analyst has noted that such a possibility is too low.

"That cannot happen. Turkey is a country where the laws are above all things," said the expert.

According to Salman Sever, a journalist and political analyst, an expert in the regional security, the people mentioned by Ramzan Kadyrov are more at risk of "not quite a random attempt in Turkey rather than extradition to Russia."

"The possibility of their extradition is much lower than the possibility of their elimination. It is not so easy to liquidate Udugov; however, they can shoot and kill people of lower positions. I am in touch with Western experts, and they note without reference to their sources that, in fact, the Turkish politicians issued President Putin a license to participate in the hunt," said the journalist.
