Chechen residents voice their dissatisfaction with rotation of same officials

In Chechnya, Idris Cherkhigov, nephew of Ramzan Kadyrov, has been appointed the chairman of the Council of economic and social security (CESS). He used to head the CESS earlier. According to residents of the republic, the acting leader relies only on "his men" and regularly rotates officials.

In autumn 2012, Ramzan Kadyrov appointed Idris Cherkhigov the Minister of Property and Land Relations of Chechnya. In February 2013, the Kadyrov's nephew was appointed the Secretary of the Council of Economic and Social Security of Chechnya, and in September 2014, Idris Cherkhigov became the head of the Kurchaloi District. In this April, Idris Cherkhigov was appointed the head of the secretariat of the Chechen leader.

The residents of the republic interviewed by the "Caucasian Knot" have noted that the top-ranking posts are "mostly occupied by the people from the number of the Ramzan Kadyrov's subordinates, his relatives and people of his teip (clan)."

According to a member of an NGO, in Chechnya, the personnel reshuffle "provides the officials with a feeling of permissiveness and impunity."

Khamzat, a staff member of one of the public organizations, also believes that "in making appointments in Chechnya, professional qualities of officials do not play a determining role."
