ECtHR obliges Russia to pay compensation to Islam Turpulkhanov for bad conditions of detention in penal colony

The European Court of Human Rights (ECtHR) has pronounced the decision concerning compensation in the amount of 10,750 euros to be paid to Islam Turpulkhanov for the bad conditions of detention at the penitentiary institution No. 22 of the Arkhangelsk Region.

"In 2005, Islam Turpulkhanov was sentenced to 17 years of imprisonment in Chechnya. During three years, the complainant was kept in conditions humiliating his human dignity," reports the "Legal Initiative for Russia".

In April 2006, Islam Turpulkhanov was transported to the penal colony to serve his sentence.

"105 prisoners were kept in one barrack of 85 m². Meanwhile, healthy inmates were kept together with people suffering from HIV, tuberculosis, and other infectious diseases. Meals were served in dirty dishes, and prisoners got intestinal infections," noted the appeal released by the "Legal Initiative for Russia".

The human rights defenders point out that when Islam Turpulkhanov complained about the situation, the head of his unit "placed him to ShIZO (punishment cell), where Islam was beaten." Islam Turpulkhanov also "had to starve, since he got no food, except pork," noted the human rights defenders.

"Of course, the amount of compensation does not justify the costs incurred by our family during 13 years of the Islam's sentence. However, we are satisfied with it," said Yakha Turpulkhanova, the mother of Islam Turpulkhanov.
