Grozny residents report problems with putting on housing waiting list
On April 24, the Regional Public Fund named after Akhmat Kadyrov allocated apartments to 15 needy families in Grozny, a source from the Grozny administration told the "Caucasian Knot" correspondent on the same day.
The source specified that the charity action was timed to the Isra-wi-Miraj (transferring the Prophet Muhammad from Mecca to Jerusalem and his ascension to Heaven) holiday, celebrated by Muslims at night on April 24.
According to the Mayoralty, the housing waiting list contains over 14,700 Grozny residents; however, even to get registered on the list is problematic, residents of the capital of Chechnya said.
To get registered at the Mayoralty as a person in need of an apartment, one has to collect a huge package of documents; and social workers do not always tell at once, which papers are needed, a resident of Grozny named Zarema told the "Caucasian Knot" correspondent.
"For example, I submitted documents to the Mayoralty for five times, and each time they found something wrong," she has explained.
Many residents of Chechnya, who need housing, are huddled in dilapidated houses and small rooms for years, while some "manage to solve their housing problems quite quickly and without problems," Isa, an activist of one of public organizations, told the "Caucasian Knot" correspondent.
"There are many ways to do this: having friends or relatives in the administration, this can be solved quickly. There are intermediaries who, for a certain fee, undertake to solve all the problems. The scheme of providing housing to those in need is extremely non-transparent," he explained.
