Sentenced Dagestani woman complains to ECtHR about lack of medical care

Saida Khalikova, who is serving her five-year term of imprisonment in a Volgograd penal colony for financing IS*, has complained about the lack of medical assistance. Meanwhile, her mother Raziyat Isambekova has filed a complaint that her daughter is serving the sentence too far from Dagestan, the "Justice Initiative" reported.

The "Caucasian Knot" has reported that in December 2015, the Moscow District Military Court sentenced Saida Khalikova, a native of Dagestan, to 5.5 years of imprisonment in a penal colony in the case of sponsoring the "Islamic State" (IS)* banned in Russia.

The complaints of Saida Khalikova and Raziyat Isambekova were sent to the European Court of Human Rights (ECtHR) on November 9. Saida Khalikova, who has been suffering from blood disease for many years, does not receive the necessary medical care in the penal colony, the "Legal Initiative" reported on November 10.

In their complaints, the complainants have also mentioned the violation of Article 8 of the European Convention on Human Rights (Right to respect for private and family life). The Federal Penitentiary Service (known as FSIN) has refused to transfer Saida Khalikova to a penal colony closer to Dagestan, where her mother Raziyat Isambekova lives, although there are female penal colonies in Dagestan, in Kabardino-Balkaria, and in the Stavropol Territory.

*"Islamic State" (IS, earlier ISIL) is recognized as a terrorist organization and banned in Russia by court decision.
