Court fines Mutsolgov for action in Magas

Today, the Nazran City Court has found Ruslan Mutsolgov, the leader of the youth wing of the "Yabloko" Party in Ingushetia, guilty of violating the procedure for holding public events and fined him by 10,000 roubles. Mutsolgov said that he would appeal against the judgement.

The "Caucasian Knot" has reported that on September 26, Ramzan Kadyrov and Yunus-Bek Evkurov signed an agreement about fixing the Chechen-Ingush border. In parallel, protests took place in the Ingush cities of Sunzha and Magas. On September 27, four participants of these actions were fined. Today, Ruslan Mutsolgov, who criticized the agreement on the administrative border with Chechnya, was taken to the police station, and then – to the court.

"After I was summoned to the Centre for Combating Extremism (CCE, or "E" Centre), they asked me about the participants in the action in Magas, after which I was taken to the Nazran ROVD (District interior Division), and then – to the court," Ruslan Mutsolgov told the "Caucasian Knot" correspondent, adding that he disagreed with the judgement. "I see a violation in drafting the protocol two days after the public event. The law sets the deadline of two days for drafting it. In my case, the protocol was drawn up three days later. I violated nothing; there was no offense in my actions; I categorically disagree and intend to appeal against the judgement," Mr Mutsolgov has stated.

  • Law enforcers' provocations put gays in Dagestan under additional threat

Gays in Dagestan were in danger even before law enforcers held provocations and raids on them; and after the arrest of the gay blogger Matvei Volodin, threats have grown manifold. However, as noted by rights defenders, law enforcers have no real grounds to open cases against gays under the article on extremism.
