Lawyers mention conditions for cancellation of agreement signed by Evkurov and Kadyrov
A referendum on the issue concerning the border between Chechnya and Ingushetia is possible, and based on its results the agreement signed by the republics' leader can be challenged in the constitutional courts, experts report.
The "Caucasian Knot" has reported that on September 26, Ramzan Kadyrov and Yunus-Bek Evkurov signed the agreement on securing the border between Chechnya and Ingushetia. On October 4, the leader of Ingushetia signed the law establishing the border against the background of mass protests in Magas, and on October 5, it was reported that the leader of Chechnya had signed the agreement. On October 16, the Chechen authorities declared the law on the border had come in force.
Due to the fact that the leader of the region cannot repeal legislative acts, it is not possible to withdraw his signature under the agreement, although there is no direct ban on such actions, reports lawyer Dmitry Timchenko.
According to the lawyer, to recognize the border agreement between Chechnya and Ingushetia as invalid is now possible only if in one of the republics the parliament declares the law invalid. Otherwise, the border agreement can be challenged in the constitutional courts of the republics on the basis of referenda.
Attempts to organize the second voting in the Ingushetia parliament failed due to the lack of a quorum. The last such attempt took place on October 10.
