Residents of Chechnya criticize humiliation of those detained for drinking alcohol
The police of the Gudermes District have rebuked the detained young people for using psychotropic substances and alcohol. The respective video was disseminated in social networks, which has humiliated the detainees, local residents and Instagram users have stated.
The "Caucasian Knot" has reported that in October, law enforcers detained residents of the Kurchaloi District for drinking alcohol and psychotropic substances, which became the reason for a "prophylactic conversation" at the police. Publications in social networks about these "prophylactic conversations" conducted by law enforcers and officials with those detained for drinking alcohol are contrary to ethics, some social network users have pointed out. However, their opponents treat these public rebukes as an efficient educative measure. Lawyers have pointed out the illegality of public "educational conversations."
The head of the Gudermes ROVD (District Interior Division) of the Chechen Ministry of Internal Affairs (MIA) has held a prophylactic conversation with the parents of the young people brought to the station for using psychotropic substances and appearing in a public place in a drunken state, an Instagram publication reports. It is noted that the detainees were handed over to their parents against a receipt.
In Chechnya, the practice of public rebukes of infringers has no unequivocal support, said Ruslan, a local activist.
"Parents should not be held accountable for actions of their children; and here the principle of collective responsibility is applied," said Israil, another local activist.
