ECtHR awards compensation to Tarkhan Kartoev's widow

The European Court of Human Rights (ECtHR) has recognized the death in a colony of Tarkhan Kartoev, a native of Ingushetia, convicted within the case of blowing up the "Nevsky Express", as a violation of the right to life.

The "Caucasian Knot" has reported that on February 1, 2017, it became known that the ECtHR communicated the complaint filed after the death of Tarkhan Kartoev, convicted within the case of the above explosion, at an establishment of the Russian Federal Penitentiary Service (known as FSIN). The complaint lodged in the interests of Tarkhan Kartoev's relatives – his father and widow – contained a request to admit that the convict's death was a result of torture.

On March 30, the ECtHR ruled on a group of related cases, dealing with violations of the right to life in places of freedom deprivation. All the cases in one way or another concerned the death of people in custody, Oksana Preobrazhenskaya, the applicant's representative at the ECtHR, told the "Caucasian Knot" correspondent, adding that together with the lawyer, Tatiana Okushko, they represented the interests of Tarkhan Kartoev's (he died in a colony of Yekaterinburg) father and widow. "We believe that Tarkhan's death was a result of brutal torture," Ms Preobrazhenskaya has stated.

She also said that on March 30, the ECtHR found a violation of Article 2 (the Right to Life) of the European Convention of Human Rights (ECHR) and awarded compensation for moral harm to the widow, as Kartoev's father had passed away.
