Early exclusion of "Memorial"* from register of legal entities challenged

Legal representatives of the liquidated Human Rights Centre (HRC) "Memorial"* have filed a complaint against the early exclusion thereof from the Unified State Register of Legal Entities, which prevented the HRC from paying off its debts, human rights defenders have informed.

The "Caucasian Knot" has reported that on May 18, 2022, the HRC "Memorial"* was excluded from the above Register. This happened before the completion of the liquidation process of the HRC and created difficulties for it in paying off the debts.

On December 29, 2021, the Moscow City Court (MCC) ruled to liquidate the HRC "Memorial"* at the lawsuit of the Moscow Prosecutor's Office; and on April 5, 2022, the appeal instance upheld this ruling. In June, the team of the former HRC created an NGO without forming a legal entity – the Human Rights Defence Centre (HRDC) "Memorial".

Representatives of the liquidated HRC "Memorial"* have filed a complaint against the "illegal exclusion" of the Centre from the Unified State Register of Legal Entities, the HRDC "Memorial" reported in the evening on August 16.

The exclusion from the register was made before the liquidation of the "Memorial"*, which was supposed to pay off all the existing debts, rights defenders have recalled. “There are already dissatisfied persons: the communications company that sends pre-trial claims to the HRC because of the debt of 5000 roubles" says the message posted on the Telegram channel of the above NGO.

*The organization has been put by the Russian Ministry of Justice into the register of non-commercial organizations (NCOs), performing the functions of a foreign agent, liquidated by a court decision.
