Sochi: housing shareholders complain about law enforcers' inaction
For two years now, the Sochi police have been checking the complaint against the developer who was earlier convicted and his companion. At the same time, law enforcers do not refuse to initiate a criminal case, but they do not start it either. As a result, housing equity holders cannot go to court with a demand to recognize their right to housing; they have stated this in their appeal to the prosecutor's office.
The "Caucasian Knot" has reported that on July 31, 2022, the court sentenced the developer, Oleg Laptev, to 15 years in prison, finding him guilty of the murder of a former deputy, Alexander Shirobokov, as well as the attempted murder of an investigator and expert in Tuapse. Two of his accomplices received 10 and 11 years in colony. On February 17, 2023, it became known that more than 50 equity holders had demanded from the court to oblige the Sochi Mayoralty to recognize their ownership right over the housing in the house built by Laptev.
On December 1, 2018, the dead body of businessman Alexander Shirobokov, who had been a deputy of the city assembly and headed the "Alfa" housing and construction cooperative, was found in Sochi. The developer Oleg Laptev, who was arrested on December 11, 2018, on suspicion of an especially large-scale fraud, was accused of his murder. While in custody, he confessed to the murder of Shirobokov, but his relatives believe that he confessed under duress. In October 2019, Laptev was also charged with attempting to organize the murder of an investigator from Tuapse who ran the case of his sister's murder in 2013.
Ten deceived Sochi equity holders have explained that they demanded that Oleg Laptev, Gleb Kalaichidi, a Laptev's partner, and Laptev's confidant Maria Nikiforova be brought to justice, Tamara Revva, one of the equity holders, has explained.
Let us remind you that deceived equity holders had complained that developers continued to collect money from them for communications, legalization of their housing in courts and registration of land plots.
