MHG expert demands from President of Russia to interfere into situation in Ingushetia and Chechnya

As of today, the situation in the territory of the Republics of Ingushetia and Chechnya continues to worsen, and the events underway in these republics and in their neighbouring regions can completely get out of control of the federal centre, Aslambek Apaev, expert of the Moscow Helsinki Group (MHG) for Northern Caucasus, believes.

He writes in his open letter to Russian President Vladimir Putin that "this development of the situation is promoted not only by terrorists' actions, but first of all by the arbitrariness in relation to civil residents exposed by various power agencies, including those who were sent here 'to establish the order'."

In his letter the expert dealt with the problems of deliberately overestimated statistics of power agencies in disclosure of terror acts, multiple violations when conducting "special operations," facts of kidnapping, and also the problem of forced migrants from the Chechen Republic and the Prigorodny District of North Ossetia.

To address all these problems, the human rights activist think, it is expedient to create a special state commission to include representatives of human rights and public organizations, both of the federal and local levels. The aim of such commission could be to judge the legality of power agencies' activities, search of kidnapped people and punishment of those guilty of illegal actions in relation to loyal citizens of the Russian Federation.
