Deputy head of FSIN's hospital convicted in Rostov-on-Don for torture

A court in Rostov-on-Don has sentenced Alexander Lyakh, a former deputy head of the tuberculosis hospital of the FSIN (Russian Federal Penitentiary Service), to 7.5 years in prison, finding him guilty of organizing patients' torture.

The court found him guilty of exceeding his official powers, the "Kavkaz.Realii"* project has reported.

Dozens of people – doctors, nurses and patients – have testified about acts of torture at psychiatry wards. According to doctors, Lyakh gave instructions to his subordinates who needed to be "actively treated" and who "should not be hospitalized under any circumstances, despite the patient's health condition," The "Rostov-on-Don Online" outlet has stated.

The "Caucasian Knot" has reported that in November 2020, after the death of a convict at the FSIN's Rostov tuberculosis hospital, a criminal case was opened. According to activists, convicts who were hospitalized for treatment were kept tied to beds for weeks, beaten up, poorly fed, and money was debited from their personal accounts.
