Rights defenders treat authorities’ help to domestic violence victims in Caucasus as insufficient

The law is poorly protecting women from domestic violence; and the only way to really help the victim and save her life is often only immediate removal from the aggressor, human rights defenders have pointed out in their comments on the beating of a woman with four children in a Dagestani village.

The video that a resident of the village of Karlanyurt in the Khasavyurt District is regularly beating up his wife and four children was posted online.

Saida Sirazhudinova, President of the Centre for Studying Global Issues of Modernity and Regional Problems entitled "Caucasus. World. Development", believes that the law on decriminalizing domestic violence has brought a lot of harm. According to her story, there are no shelters in Dagestan and they cannot be there for safety reasons.

Katerina Neroznikova, the coordinator of the "Marem" movement, has reported that now, even for repeated beatings, the sanction will only be a fine or hours of compulsory work. She treats life in the conditions of family violence as a dangerous situation.

"Many people are worried that their children will miss their father. But an aggressive father won’t do anything good for his children; however, he can cripple them mentally or even physically," Katerina believes.

  • Pre-planned nature is distinctive feature of attack on journalist Khoroshilov

The actions of the man who attacked Igor Khoroshilov, a Rostov journalist, were prepared in advance, which excludes any spontaneous conflict. At the same time, the absence of direct proofs of links of the attack with Igor’s professional activities will allow law enforcers to treat the incident as a domestic conflict, lawyers have pointed out.
