Activist urges Melikov not to admit beach development in Kaspiysk
In her video appeal to Sergey Melikov, the head of Dagestan, Patimat Guseinova has asked to revoke the permit for the construction of a hotel complex in the territory of the city beach in Kaspiysk.
In December 2024, activists of the "Kaspiysk is our city" movement held solo pickets against the development of the city embankment. Townspeople then confirmed that they want to see a park and sport facilities in this territory, and the authorities' plans to develop the embankment with hotel complexes and high-rise buildings outraged them.
The appeal of the activist Patimat Guseinova to Governor Melikov has appeared today in the anonymous Telegram channel "Dagestani Headquarters!" In the video, a woman stands amid the beach area and explains that this is the city beach of Kaspiysk.
The head of the region cannot take the city beach away from townspeople and hand it over to businesses.
"Dear Sergey Alimovich, by your order of August 19, 2024, you obliged the Kaspiysk city administration and recommended the “Rosimuschestvo” (Russian Federal Property Management Agency) to transfer three land plots in the territory of the city beach for the construction of the “Azimut-2” Hotel Complex. I would like to think that when signing this order, you were misled about the importance of these land plots for Kaspiysk residents. Because the head of the region cannot take the city beach away from townspeople and hand it over to businessmen for the construction of a hotel complex. Dear Sergey Alimovich, on behalf of all city residents, we ask you to cancel this order so that we can return the beach to our city," the activist said in the video.
The order, which Ms Guseinova has recalled, was posted in the website of the head of Dagestan on August 19, 2024, and was entitled "On the provision of Limited Liability Company (LLC) ‘TUR’ for lease without bidding land plots located at the address: Republic of Dagestan, Kaspiysk, with an area of 6378 sq. m for the purpose of implementing a large-scale investment project."
The document contains an order "to recommend that the Dagestani Territorial Branch of the “Rosimuschestvo” to provide the LLC "TUR" for lease without bidding the above land plots in Kaspiysk with an area of 6376 sq. m and 6392 sq. m from the category of lands of specially protected territories and objects owned by Russia, "for the purpose of implementing a large-scale investment project "Construction of the “Azimut-2” Tourist Complex".
