President of Ingushetia is looking for the millions allocated from the federal budget

President of Ingushetia Yunus-Bek Evkurov has found out that hundreds of millions roubles allocated from the federal budget are disappearing in his Republic. He told about it at his meeting held in Magas on December 24 with Liudmila Alekseeva, Chair of the Moscow Helsinki Group (MHG), and Valery Borschov, a member of the MHG and of the Bureau of the "Yabloko" Party.

Thus, according to human rights activists, he has found out that 800 million roubles had been allocated from the federal budget on construction of purification facilities in one of the cities of Ingushetia, and 700 of them had been spent already. The President went to the site and saw that the construction was not even launched. Similar situation is with construction of schools and other objects.

All the applications on disappearances and murders with involvement of power agents are investigated and bring results; there are suspected militia servicemen, Mr Evkurov has assured.

"We spoke that now there are fewer kidnappings, but they continue. In my opinion, the President's behaviour is remarkable in this respect. Every time, he personally arrives to the venue and talks to the victims; then, an inquiry is initiated, and many cases are opened hot on the trail; I was told about it by victims' relatives, local oppositionists and human rights activists. There was a case where local militiamen were found guilty: they put on masks and operated as militants or FSB agents. They'll be brought to liability," said Liudmila Alekseeva.

President Evkurov has also reported that he makes efforts to open in Ingushetia by the end of 2009 the Republic's own investigatory isolation facility (SIZO) and a prison for those convicted to long imprisonment terms for terrorism, participation in illegal armed formations and other grave crimes; to bring all local criminals back to the Republic.

In the opinion of the President, such convicts, while being criminals, "are our citizens, and the most important is to think about their families, who lost their breadwinners"; their life is difficult, and they still need to find essential money to go to other regions to visit their imprisoned relatives.
