On September 11 Ella Pamfilova, the Chairwoman of the Commission on Human Rights under the President of the Russian Federation, called the disinclination of the country's leading human rights activists to send observers to the Chechen presidential elections a "moral defeat of the whole community of human rights defenders".

Chairwoman of the Armenian National Press Club, Ambion Newspaper Editor-in-Chief Narine Mkrtchian announced it in Yerevan on Saturday speaking at a hearing on the issue of the adoption of the new law of Armenia "On the Mass Media".

"Statements of Russian officials do not always reflect the reality," said Special Representative of the UN Secretary-General for Internally Displaced Persons Francis Mading Deng wrapping up his visit to Russia. The letter reads: "I, Akhmad Hajji Kadirov, the Acting President of the Chechen Republic, demand to establish an interdepartmental commission with your assistance, empower it, find missing people at the highest level, and, which it the most important, reveal and punish the "werewolves on APCs", this "squadron of death", hard, fully according to the law."

On September 11 the White House made public US President George Bush's determination regarding trafficking. It is pointed out in the determination that Georgia made notable progress in fighting trafficking in persons.

According to analysts, the first worldwide index of press freedom published by the Reporters Without Borders has some surprises for Western democracies.

On September 8 the Progress Report of the Monitoring Group (Group Ago) on Armenia's and Azerbaijan's honoring of commitments to the Council of Europe was published. The Report was submitted to the Parliamentary Assembly of the Council of Europe.

It was announced by Presidential Commission on Human Rights Chairwoman Ella Pamfilova.

The European Court of Human Rights in Strasbourg will consider a complaint of 450 residents of the Baksan district's Dugulubey village.
