Ingushetia, bookkeeper-thief gets conditional term for plundering more than 90 million roubles
Salman Archkhoev, Chief Accountant of the Department for Housing and Utilities (DHU) in Sunzha District of Ingushetia, accused of embezzlement of over 90 million roubles from the state budget was sentenced to six years of conditional imprisonment and a fine at a rate of 50,000 roubles.
The "Caucasian Knot" correspondent was informed about it at the Investigatory Department for Ingushetia of the Investigatory Committee at the Prosecutor's Office (ICPO) of the Russian Federation, which was directly dealing with this criminal case.
According to the investigation, in 2008 the Republic's Ministry of Finance allocated over 115 million roubles to the DHU of the Suzha District. The sum was intended "to compensate the dropping out incomes for privileges in payment for housing-and-utility services to certain categories of citizens." About 18 million from this sum had been used directly to destination, which is reflected in the accounts of the Department. The balance has disappeared.
"The inquiry and the court have established that the remaining 93,808,000 roubles were embezzled by Chief Accountant of the DHU Archkhoev, who acted in complicity with Department Head Maret Barakhoeva, Deputy Minister of Finance Alikhan Gandaloev and other persons, by cashing their secondary accounts opened in the Commercial Bank "Sunzha", allegedly for paying salaries to the workers of the enterprise," the Department has explained.
The court has found the proofs of Archkhoev's guilt, gathered by inspectors, to be sufficient and sentenced him to 6 years of conditional imprisonment with a 3-year trial period and a fine at a rate of 50,000 roubles.
Other figurants in the case - Maret Barakhoeva and Alikhan Gandaloev are hiding from the inquiry and now are searched. The criminal procedure against them was isolated into a separate case.
