"I recommend those who ask to cancel the election results to go to Chechnya, to Urus-Martan, where they held their first municipal elections. Let people tell them there about election cancellations. I'll order a wreath in advance to those who'll take the risk," said Mr Churov.

He has added that in Urus-Martan local organized a great holiday on the occasion of the first ever local elections.

The "Interfax" reports that the CEC head treated the fact of holding first local self-government elections in Chechnya and Ingushetia as a success and offered the speaker of the State Duma Boris Gryzlov "to consider a possibility to encourage Presidents of the two republics, heads of their MIAs and CECs."

Mr Churov has noted that "Ingushetia and Chechnya are territories of Russia, and after October 11, they are absolutely full-fledged territories," as the "Regnum" is quoting.

"This is a huge achievement of our electoral system," said the Chairman of the CEC. "In spite of complicated situation, elections in these two republics passed without slightest complications."
