Russian Audit Chamber reveals violations in rendering financial help to Abkhazia
As a result of the audit of the use of funds allocated from the Russian budget on rendering assistance to Abkhazia, the Audit Chamber (AC) of the Russian Federation revealed violations amounting to the total sum of 346,759,000 roubles. This is stated in the report published by the AC on January 20.
The drawbacks and violations admitted by government customers and contractors are the result of inadequate control by the authorized state bodies of Abkhazia, as well as lack of legal regulation of the budgeting process, financial relations between main managers, government customers and contractors of Abkhazia.
The Russian Ministry for Regional Development failed to check the presence of specifications, records and estimates at implementing the points of the comprehensive action plan, the AC reports. The Ministry of Economy of Abkhazia failed to run a registry of acceptance certificates on finished works; no data on accepted works was presented to the above Russian Ministry. No state examination of design and estimate documentation on objects was carried out. Some 900 million roubles were transferred to contractors, with whom there were no contractual relations, and when there were no project and estimate documents and acceptance acts of finished contractors' works.
