Resident of Dagestan complains about investigators' inaction in inquiry into her son's disappearance
Investigating authorities fail to investigate the kidnapping of Derbent of the 20-year-old Magomed Karakhanov, committed on May 6, his mother has complained. The Investigating Division for the city of Derbent of the Investigating Committee of the Russian Federation (ICRF) said that they knew nothing about the kidnapping of Karakhanov.
Magomed Karakhanov, a resident of Derbent, born in 1995, disappeared on May 6 in the yard of the Central City Hospital, his mother Gulya Karakhanova told the "Caucasian Knot" correspondent, adding that Magomed is a Category 2 invalid.
"Immediately after I lodged my application, investigators began hinting that my son had allegedly 'went to the forest' or left for the IS (IS – the "Islamic State" was recognized as a terrorist organization and banned in Russia and many other countries – note of the "Caucasian Knot")," said Karakhanova.
The woman categorically disagrees with this version, saying that her son had no problems with law enforcers and was not on special registry.
As explained by the lawyer Ruslan Magomedov, law enforcement bodies are obliged to react to applications about disappearances or kidnappings; however, there are cases when authorities are legitimately refusing to institute criminal proceedings, for example, if during a check information is obtained that the missing person is alive and safe, but doesn't wish to communicate with the applicant.
