Dagestani resident goes to court seeking to cancel his registration at police

Daniyal Alkhasov, a doctor of the Dagestani village of Erpeli, has addressed the Human Rights Centre (HRC) "Memorial" with a complaint about the systematic pressure of law enforcers and his unlawful operational-preventive registration at the police as a follower of the Salafi concept of Islam. Lawyers representing the interests of Daniyal Alkhasov have filed a lawsuit demanding to cancel his registration at the police.

The "Caucasian Knot" has reported that earlier, the experts have noted that the closure of Salafi mosques, as well as mass detentions of mosque-goers and their registration at the police, may result in the abandonment of the legal field by the Salafi community and the radicalization of its members.

Daniyal Alkhasov, a native of the village of Erpeli, born in 1985, appealed to the Makhachkala branch of the Human Rights Centre (HRC) "Memorial" on August 17, 2015. He is a Muslim, he visits a mosque, and he wears a small beard, the HRC "Memorial" notes.

In June 2014, Daniyal Alkhasov was informed that law enforcers considered the issue "to include him in Wahhabi lists". He was advised to shave his beard for safety reasons. However, he has refused and stressed that he opposes terrorism and all kinds of criminal activities.

After that, he was repeatedly summoned to the police and questioned. Policemen recorded his personal data, his voice, took his fingerprints and sample of his blood. They photographed him and checked the numbers in his mobile phone. Besides, according to the complainant, he is threatened that if he continues to "walk with a beard", weapon will be thrown to him.

On August 13, 2015, the police summoned his wife Asiyat Alkhasova and reproached her about wearing a hijab. They photographed her and took her fingerprints.

On February 16, the Buynaksk District Court will begin consideration of the lawsuit filed by Daniyal Alkhasov.
