In 2015, the lawyer Alaudi Musaev defended the rights of Kurman-Ali Baichorov, the Imam from the city of Kislovodsk, openly stating the lawlessness of power agents. He filed a complaint to the European Court of Human Rights (ECtHR) aiming to defend Baichorov’s rights. He managed to achieve the Imam’s release under the recognisance not to leave. Furthermore, in 2015, Alaudi Musaev achieved the cancellation of the guilty verdict against Alexei Kharkevich, detained by employees of the North-Caucasian Centre for Countering Extremism on charges of illicit drug possession.

Mr Musaev was nominated for the "Hero of the Caucasus-2015" contest of the "Caucasian Knot" for carrying his professional duties in spite of risk for his health and life.

Activities in 2015

On December 8, 2015, the Oktyabrsky District Court of Stavropol convicted Alexei Kharkevich, detained by power agents on the charges of illegal drug possession. Alaudi Musaev appealed against the judgement, stating that the case had been fabricated. In April 2016, the Judicial Collegium for Criminal Cases of the Stavropol Territorial Court cancelled the conviction and ordered to release Alexei Kharkevich in the courtroom.

In 2015, А. Musaev represented the interests of Kurman-Ali Baichorov, the Imam of the Kislovodsk mosque, who was also accused of illegal possession of drugs, which, according to Musaev, had been planted on him.

On January 12, 2015, by the judgement of the Predgorny District Court of the Stavropol Territory Kurman-Ali Baichorov was found guilty of drug dealing and sentenced to 3.5 years of imprisonment in a high-security colony and a fine of 50,000 roubles. Investigators refused to initiate a case against the FSB operative agent, who according to Baichorov’s defence, was involved in his kidnapping, in the course of which drugs were planted on him. Musaev appealed against that judgement, but the court dismissed the complaint.

On February 15, 2016, Musaev and other advocates managed to achieve the Imam’s release under the recognisance not to leave.

In early February, Alaudi Musaev filed an application to the Investigating Committee of the Russian Federation (ICRF), reporting about 20 episodes of "criminal acts, committed by employees of the Chief Department for the North-Caucasian Federal District (NCFD) of the Ministry of Internal Affairs, of the Department for the Stavropol Territory of the Russian Federal Security Service (FSB), and the judges of the Predgorny District Court of the Stavropol Territory." That application was delivered to the Chief Military Investigating Department for the Southern Military District.

On February 25, 2015, Musaev lodged a complaint to the Supreme Qualification Commission against the activities of judges’ actions.

Biography

Alaudi Musaev was born on December 2, 1957 in the state farm “Iliyski” of the Iliyski District of the Alma-Ata Region of the Kazakh SSR. He is an ethnic Chechen.

In 1976, he began his service at interior bodies of the USSR, having covered the way from a militiaman up to the First Deputy Security Minister of the ChechenRepublic.

In 1989, Alaudi graduated from the Rostov Department of the Higher Judicial Correspondence School of Law of the MIA of the USSR.

In 1992, he became the first Soviet Union’s member of the International Police Association.

In 1994, Mr Musaev graduated from the Senior MIA Staff Department of the Russian MIA Academy of Management.

In October 1995-August 1999, he was an adjunct of the Academy of Management of the MIA of Russia.

In August 1999, Musaev took up his teaching activities at the post of a senior teacher of the division of operative-search activities of the Judicial Institute of the Russian MIA; and in 2000-2002, he became Associate Professor of the above division.

In May 2002, he was attached to the Central Office of the State Duma of Russia.

In October 2003, Musaev returned to his teaching activities, having taken the post of Professor at the Division of Operative-Search Activities of the MoscowUniversity of the Russian MIA. In 2004, at the same university, he became a professor of the Division of Criminal Procedure of Moscow University of Russian MIA; and then again, he returned to the Division of Operative-Search Activities.
