MIA declares non-interference in the conflict at Nogai District Administration

Baimagomed Yarlykapov, who was removed from office by local deputies' decision, continues performing the duties of the district administration head, the reception office of the head of the Nogai District of Dagestan has reported. The Dagestani Ministry of Internal Affairs (MIA) has stated that law enforcer do not interfere in the electoral matters, while policemen are at the district administration to "avoid any hassles."

The "Caucasian Knot" has reported that on July 4, Ruslan Nasyrov was appointed the Acting Head of the Nogai District. However, on July 6, Yarlykapov, accompanied by power agents, entered the administration building and occupied the head's office. Local residents demanded from the authorities to recall power agents.

Some 10-15 law enforcers are on duty at the district administration building, said a resident of the Terekli-Mekteb village – the administrative centre of the Nogai District.

A source from the press service of the Dagestani MIA said that any forced seizure of power in the district is out of question. According to his version, everything should be solved by legal methods.

Rasul Kadiev, a lawyer, believes that to occupy the office of the district head, Yarlykapov had to appeal against the deputies' decision in court. He has noted that in this situation law enforcers should ensure the public order.
