KBR resident accused of preparing a terror act

The case of Vladislav Khokhlachov, a resident of the Kabardino-Balkarian Republic (KBR), accused of preparing an explosion of buildings of power agencies in Nalchik in 2012, has been sent to the court.

Khokhlachov is charged under the articles on taking part in a criminal community and an armed grouping, illegal circulation of improvised explosive devices (IEDs) and preparing a terror act. The case will be considered by the North-Caucasian District Military Court.

According to the indictment, in 2011, Khokhlachov, together with other members of the banned organization, made nine IEDs with a total power of 100 kg in TNT (trotyl) equivalent. They planned to blow up these bombs simultaneously at the buildings of the Department of the Ministry of Internal Affairs (MIA), the Investigating Department and the Prosecutor's Office in Nalchik on February 23, 2012. However, the terror act did not take place. A fortnight before the appointed date, due to careless handling of the F-1 grenade, an explosion occurred, as a result of which Khokhlachov received serious bodily injuries, says the July 31 report posted on the website of the Investigating Committee of the Russian Federation (ICRF).

Investigators believes that Vladislav Khokhlachov was a member of the terrorist organization named "United Vilayat of Kabarda, Balkaria and Karachay", banned in Russia.
