Advocate tells about treatment of KBR resident after torture

The health of Rustam Kuchmenov, a resident of the Kabardino-Balkarian Republic (KBR), sharply worsened after he was beaten up by law enforcers in 2017, said his advocate, adding that they could achieve the restart of the inquiry into the case of Kuchmenov's torture after complaints to the Chief Investigating Department for the North-Caucasian Federal District (NCFD).

The "Caucasian Knot" has reported that in December 2017, Rustam Kuchmenov, a resident of Nalchik, complained to human rights defenders about his torture after detention. He identified five law enforcers involved, but none of them was removed from office.

According to investigators, Kuchmenov with his accomplices committed thefts. He refuses to plead guilty. He said that law enforcers knocked out his confession to the theft by torturing him with electric current.

Kuchmenov's health condition worsened significantly after he was beaten up at detention in 2017, Magomed Alamov, an advocate of the "Committee against Torture" (CaT) has stated. According to his story, investigators refuse to associate it with the torture.

Mr Alamov has also informed that Kuchmenov received no material compensation.

Let us remind you that Kuchmenov's defence has repeatedly complained about the protraction of the investigation of the torture case.
