Resident of Stavropol Territory to appeal against court ruling on compensation for his illegal stay in mental hospital
The court decision on paying out 500,000 roubles as compensation for illegal keeping Dmitri Medkov, a resident of the Stavropol Territory, in mental hospital on a charge of murdering his own sister will be appealed against by him to the Stavropol Territorial Court, Dmitri Medkov himself telephoned today to the "Caucasian Knot" correspondent:
"The compensation sum that we demand is 3 million roubles. We are firm to go to the very end, and, if necessary, we are ready to appeal against the decision at higher instances, i.e., at the Supreme Court of the Russian Federation."
The "Caucasian Knot" has informed earlier that Tatiana Medkova, 14, disappeared on April 11, 2003. Dmitri Medkov's friend - A. Khilenko - testified that D. Medkov had murdered his sister. In the opinion of Alexei Selyukov, Ombudsman for the Stavropol Territory, A. Khilenko had done it under pressure of the investigation.
The Moscow Serbskiy Institute has concluded that D. Medkov suffers from schizophrenia. On July 14, 2004, the Novoselitskiy District Court appointed mandatory psychiatric treatment to D. Medkov.
On December 3, 2006, it was found out that Tatiana Medkova is alive (she ran away from home after a quarrel with her mother and now lives in Dagestan).
Dmitri Medkov was released from mandatory treatment and recognized to be 2nd category invalid. According to Dmitri's mother, he complained that after detention he was chained by handcuffs to a heating radiator and severely beaten.
On February 8, 2007, the Novoselitskiy District Court closed the criminal case against Medkov. The former district public prosecutor and rank-and-file employees of the prosecutor's office and militia unit, who had fabricated Dmitri Medkov's case, were dismissed from their posts.
