Rostov-on-Don: chief physician of prison hospital convicted for patient's death

A court in Rostov-on-Don has sentenced Tigran Mkrtchyan, the chief physician of the FSIN's tuberculosis hospital to two years in prison, finding him guilty of negligence resulting in the death of Dmitry Baksheev, a prisoner.

The "Caucasian Knot" has reported that on January 30, it became known that the court had sentenced Alexander Lyakh, a former deputy head of the tuberculosis hospital of the FSIN (Russian Federal Penitentiary Service) to 7.5 years in prison, finding him guilty of organizing torture of patients.

Back on June 28, 2019, the court sentenced Dmitry Baksheev, a Krasnodar resident, to 12 years and 2 months of freedom deprivation, finding him guilty of murder and desecration of the body of the killed woman. On February 17, 2020, it became known that he died at a prison hospital in Rostov-on-Don after falling into a coma. According to investigators, his death was caused by improper treatment of diabetes with complications. Baksheev lay tied up in the psychiatric ward. At the request of the nurses, the drips were given to him by orderlies; their role was performed by other prisoners, to whom hospital bosses gave unofficial permits to work with patients and use violence, the "Kavkaz.Realii"* project has reported.

Let us recall that in November 2020, a criminal case was opened under the article on causing bodily harm resulting in the death of a convict who was undergoing treatment at the Rostov FSIN's tuberculosis hospital. The activists, who had been treated at that hospital, stated that convicts were kept tied to beds for weeks, beaten up, poorly fed, and money was debited from their accounts.

By December 2020, a total of 21 convicts had complained about unacceptable conditions at the above prison hospital. By November 2021, 62 victims had testified about torture and prisoners' deaths at the tuberculosis hospital. A criminal case was opened for abuse of power.
