ECtHR finds rights violations of residents of Ingushetia and Dagestan

The European Court of Human Rights (ECtHR) has recognized the violation of the rights of Ruslan Yandiev and Magomed Mutsolgov, residents of Ingushetia, and of Murad Dingaev, a resident of Dagestan, to the prohibition of torture and has obliged Russia to pay compensation to them.

The "Caucasian Knot" has reported that Yandiev and Mutsolgov were detained on November 17, 2018, at the gathering place of the cleanup participants in the territory transferred to Chechnya; they were sentenced to 5 days of arrest each.

Mutsolgov and Yandiev filed a complaint against law enforcers' unlawful actions, as they were beaten during the detention. On November 27, 2018, they appealed to the Investigating Committee of Ingushetia, but they were denied initiation of a criminal case against law enforcers.

Murad Dingaev was detained on March 25, 2017, and subjected to beatings and electric shock torture to force him to confess to leading an illegal armed formation (IAF). Under pressure, he was forced to confess.

The Dagestani Ombudsperson also demanded that the policemen be held accountable. However, investigators refused to initiate a criminal case three times.

The ECtHR recognized the violation of Dingaev's rights and awarded him compensation in the amount of EUR 26,000.
