Prisoner in Rostov penal colony to get compensation for improper medical treatment
A court awarded former prisoner Igor Tkachenko 350,000 roubles in compensation, recognizing that medical officers at a tuberculosis hospital in Rostov-on-Don performed his surgery in an improper way, which caused his health to deteriorate.
The Leninsky District Court of Rostov-on-Don recognized that the Department for the Rostov Region of the Federal Penitentiary Service (known as FSIN) violated the rights of Igor Tkachenko, since the surgery he underwent was performed incorrectly in 2019. Moreover, medical officers did not obtain his consent for medical intervention, the “Rostov-on-Don Online” reported.
According to the case materials, Igor Tkachenko threatened to file a complain to the prosecutor’s office, and after that he was transferred to a psychiatric department, where he was tied to a bed and given injections of psychotropic drugs. After his return from the prison hospital to the penal colony, Igor Tkachenko looked exhausted, the “Rostov-on-Don Online” reported.
The “Caucasian Knot” has also reported that on June 16, 2024, prisoners took FSIN employees hostage in a SIZO (pre-trial prison) in Rostov-on-Don. Five prisoners who participated in the hostage-taking were killed.
The FSIN institutions are short of employees, and those who are there work long hours for modest salaries, which contributes to the development of corruption, the law enforcement bodies emphasize.
