Denial of medical care to disabled man in Novocherkassk highlights problem of violation of detainees' rights

The court has refused to satisfy the complaint about the denial of medical care to Pyotr Golovnyov, a disabled person arrested in the city of Novocherkassk. A human rights defender and a lawyer have treated this as a manifestation of the systemic problem of violation of detainees' rights.

The "Caucasian Knot" has reported that the court had refused to release Pyotr Golovnyov, 20, a disabled person, from the SIZO (pre-trial prison) in Novocherkassk, despite his grave health condition and growing tumour, his advocate has informed. His defence asserts that the charges against Golovnyov had been falsified.

Pyotr Golovnyov is disabled from birth due to his cerebral palsy and related diseases. He was accused of violent sexual actions against a minor because of his communication with the girl in a video chat.

As reported by Evgeny Yurov, an advocate, investigators failed to provide new arguments in favour of keeping Golovnyov in custody.

What is happening to Golovnyov is a gross violation of his rights, says Valentin Bogdan, the executive director of the Fund "In Defence of Prisoners' Rights"*. In his opinion, the SIZO bosses should immediately give consent for his medical examination.
