Mankiev: alternative Ingush parliament will fight against kidnappings committed by power agents

Bamatgirey Mankiev, former deputy of the National Assembly of the Republic of Ingushetia of the previous convocation, who now heads the "alternative" Ingush parliament, has stated that the new structure will raise the problems of kidnappings committed by members of power structures.

Recently, in Ingushetia, the Ingush Public Movement (IPM) "National Assembly of Ingushetia" was registered, formed by 22 deputies delegated, accordingly, by 22 largest Ingush clans. Two former deputies of the official National Assembly - Bamatgirey Mankiev and Magomed-Sali Aushev - are its members. Ahmed Kotiev, former chairman of the "Mekhk-Kyol" Parliament, who has been recently attempted on, was elected deputy chairman of the IPM.

One of the reasons for setting up this sort of organization, as its chairman told in his conversation with the "Caucasian Knot" correspondent, was the bias character and falsifications during the recent elections to the National Assembly of the Republic of Ingushetia held this year along with the presidential election in Russia on March 2, 2008.

"By its essence, the parliament is a legislative body, intended for making decisions in the collegial manner. All the state structures should be accountable to the parliament. However, the present parliament of Ingushetia is paralysed. Therefore, we've set up the alternative one. They (the official National Assembly of Ingushetia, - comment of the "Caucasian Knot") are recognized by the authorities, while we are recognized by the people. We have an advantage: we openly say what we think. And how many persons killed and kidnapped in Ingushetia? It's all not discussed by the present National Assembly," said Mr Mankiev.

According to his story, power agents sent from other Russian regions make arrests without documents at without notifying local law enforcement bodies. "It all lasts 6 years already," the unofficial parliamentarian said.

As he said, at its forthcoming sessions, the alternative parliament will raise the issue of the correspondence of the incumbent President of the Republic of Ingushetia to his position. Same as the issue of returning of the Prigorodny District and the city of Vladikavkaz back to Ingushetia, which, according to Bamatgirey Mankiev, are Ingushes' primordial lands. "There are still Ingush cemeteries in these territories, where our ancestors are buried and where Ingushes are not admitted," said Mr Mankiev.

According to his opinion, the alternative parliament will resist to violations of human rights in the territory of Ingushetia and disclose such phenomena to the public.
