Volgograd Region: Gastarbeiters to be driven through TACs
Illegal stay of migrants in the territory of Volgograd Region is fraught not only with violations of the migratory legislation. Cases are frequent, when they are infected with the human immunodeficiency virus (HIV) or sick with other socially dangerous diseases. The Regional Administration suggests placing such patients to temporary accommodation centres (TACs) for clearing all their circumstances.
Journalists learnt about this idea from Evgeniy Golubyatnikov, Deputy Chairman of the Volgograd Regional Duma. "I agree with representatives of the Department of the Federal Migratory Service, who think that consideration of applications and granting temporary residence permits to HIV-infected persons should be made on the case-by-case basis with account of all circumstances," he said.
According to Mr Golubyatnikov, newcomers should be placed to TACs until their situation is cleared out. He has offered to submit calculations to the Regional Duma on funding this sort of Centres. "These expenditures," he has explained, "should be assumed in the 2009 regional budget now considered by local MPs."
Experts of the Department of the Migratory Service have assured journalists that they continue their work on stopping illegal migration and illegal employment of foreign citizens.
